Is there a maximum wage in this cap or do you if you can afford the full 2.5 million decide on what you pay by the size of squad?

No maximum wage; and u21's are exempt.

In these straitened economic times, I wonder why Gordon Taylor’s PFA are so opposed..could it be, according to Wikipedia, because “he is reputed to be the highest paid union official in the world”?

its really a player budget cap. think the majority of fans across both leagues will be in favour of this. sunderland might get back to reality now and buy playyers now to get em back where they think they should be.

taking gordon taylor out of it and concentrating just on the union itself the club salary cap will affect jobs. there will be smaller squads which will equal in the end less pro footballers. forget taylor and look at the possible consequences.

On that note in the real business world of which football should IMHO be run you cut your cloth to suit some clubs have had rediculously large squads, if this move leads to less players and clubs surviving that's just life.

What are the punishment,s for clubs if they break the salary cap if it is just fines then the richest clubs will surely flout the rules, need to be severe penalties imposed for this to have any chance of working.

This is not cutting cloth according, it is setting an arbitrary amount for all clubs, even ones who can afford a lot more.
Cost of living doesn't look like it will be taken into account, for example an average house in Oxford costs around 5 x more than Accrington, and in Merton 6 times more.
It is a restrictive practice which will drive more clubs into semi-professionalism in the medium to long term, and drive players away from football. It suits Stanley and maybe the majority of clubs and owners, as it levels up competition and clubs will end up saving money. The phasing in with clubs having 5 year contracts for some players, is important. A Bournemouth player on £2.5m could be in league 1 come 2021. Also it will mean the gaps between divisions are wider and promoted clubs struggling more after promotion.
Football clubs as a whole are not great at economics, and this will has a potential do damage professional football long term if there are no safety valves.

it will end up for some clubs going back to the dark days of the late 70,s early 80,s with a minimum squad just to keep em going. patched up players trying to give their best. cost of living does not finish with housing either. an oxford player will fork out quite a lot more in everything in their life than a stanley one does. kts of fans will be loving the idea of this budget cap with the oft heard phrase of all players being paid too much. clubs will soon be given a choice of either a small squad or a similar size one but on low wages. all this on top of the virus. not a good time to be a lower league pro me thinks.

Well if that means there will be less Crawley and Stevenages and more Wrexhams and Sockports the game will be all the better for it as the total aggregate number of spectators will undoubtedly rise.
Dont understand your point about the Bournmouth player tho because the average wage calculation would kick in if he had an existing contract.
And the absolute upside that i can see is that clubs can add up to a 100k to their budgets by simply refusing to pay agents and if a player wants another 25k then you tell him not to bring his agent along.
