Someone might know this but, given the recent record of casino ownership in the upper echelons of English football and clubs being ripped off for the redevelopment prospects of their grounds, has any chairman ever been fined for not being 'fit and proper'? Is Sweet FA the answer?

While I have some sympathy with the level of the fine there is no getting away from the fact we were told.
Accrington Stanley fined £20,000 as manager James Beattie is still to gain a UEFA coaching licence - Accrington Observer

He responded Mike, but did he answer yer question, Are such penalties appropriate, somehow i doubt it.
 Reckon everyone can accept we were in the wrong,but that aint the issue.
