Council Tax

The local Government Minister has said that council tax increases should be under 5% for the coming year. When it is all added together it is. But HBC have put their share of the pie up by 8.2%. Which, to be fair, is not as bad as it could have been.

So where have they managed to find all this money from so that they are not going to be as much in debt as they originally told us?
It reminds me of a joke:
Dad finds a note on his son's bed which reads:

The canabis plants are coming on a treat and we've got loads of customers lined up. The ones who can't pay us in cash are going to trade for LSD or extasy so we can go into the big time. Lilac thinks of everything. She really is a gem.
